Glenn Patterson

Chief Executive Officer (CEO)

Glenn brings a wealth of experience to Casey, having completed more than 30 years' senior leadership experience before becoming the City of Casey CEO in September 2018.

His achievements leading Local Government is extensive, having previously been CEO of Yarra Ranges Council for 10 years as well as CEO of both Baw Baw and Colac Otway Councils.

Glenn has earned a Bachelor of Business (RMIT), Master of Business (RMIT), Graduate Australian Institute of Company Directors Course, Institute of Executive Coaching and is a Leadership Level 2 accredited organisation coach. 

In addition, Glenn has been CEO of a Melbourne-based property development group and owned and operated his own property-related business on the Mornington Peninsula. 

Glenn is also Chair of Procurement Australia.

Steve Coldham

Director Community Life

With a career spanning more than 20 years in Local and State Government, Steve has earned a reputation of being passionate about delivering positive community outcomes. He has led programs that improve the health, wellbeing and safety outcomes of communities for the Stonnington, Hobsons Bay and Casey councils as well as Transport Safety Victoria. 

Prior to his work in community and human services, Steve was a communications practitioner with experience in media, engagement, advocacy and digital communications. He holds a Bachelor of Arts (Public Relations), is a graduate of the Australian Institute of Company Directors and is a Fellow of the Williamson Community Leadership Program. Steve is a board member of Connected Libraries.

James Collins

Director City Planning and Infrastructure

James is a dynamic leader with over 15 years executive experience and has been at the City of Casey as Director City Planning and Infrastructure since 2019.   

Known for having a grounded and authentic leadership style, James has a strong ability to communicate a common sense approach earning him opportunities to represent the Local Government Sector on National and State Planning and other policy reforms.  Currently on the Committee of Management for the National Growth Areas Alliance (NGAA), James has also previously held board roles on Parks and Leisure Australia, Outer East Primary Care, Anchor Housing/Out of Home Care and Yarra Ranges Tourism.  

Previously James was the Director Social and Economic Development at Yarra Ranges Council, and prior to that he has held manager roles at Monash City Council and Banyule City Council. He has also spent time in senior leadership roles in the private sector in Australia and abroad and holds a Bachelor of Applied Science, Master of Business and is a Company Directors Course graduate.

Jen Bednar

Director Customer and Corporate Services

Jen is a purpose orientated business transformation leader with a passion for driving sustainable operational improvements that have a real customer impact. With more than 15 years’ local government experience, Jen has been at the forefront of championing innovative strategy and leading teams to think differently about delivering value now and into the future. 

Jen has bought positivity and energy to the sector, reshaping the way Local Government places the customer at the heart of its operations.

Prior to her Local Government roles, Jen earned international experience in offshoring contact centre operations and leading the customer and operational aspects of significant IT platform transition within the financial services sector. 

She also developed a sharp awareness for good stakeholder relations through commencing her career as a Consultant in Change Leadership for Deloitte Consulting. Jen holds a Bachelor of Science and Post Graduate Diploma in Applied Science (Organisational Psychology), has accreditations in Change Management, Project Management and Workplace Training, and is a graduate of the Australian Institute of Company Directors.

Jen is currently serving her second term as a Board Member for LG Pro Victoria and was a representative on the state-initiated Gender Equality Advisory Committee from 2021 to 2023.
