At the Council meeting held on 18 March 2025, City of Casey Councillors voted unanimously in favour of a full review of the Casey Community Local Law 2023 and to suspend permit and application fees for Private Land Use Permits until the review is completed.

An owner or occupier of private land must maintain the property's appearance and prevent it from becoming unsightly, dangerous or used in a manner that can detrimentally impact neighbours and the immediate area.
Under Casey Community Local Law, some activities on private land may require a Local Law permit. These permits can address concerns such as loud noises, unsightly property, or illegal activities on private land.
Examples of activities on private property that can negatively impact neighbours include:
- hoarding multiple cars and causing amenity or unsightly property concerns
- untidy properties with car shells, car parts, and other machinery
- illegal mechanics operating can cause a lot of noise
- occupied caravans for extended periods can be a nuisance and cause environmental health issues.
The intention of these permits is to support and protect the peace, health, safety and wellbeing of the community.

Apply for a private land use permit
Depending on the type of permit, you may need to provide a site plan illustrating your activity in relation to neighbouring properties, roads and intersections. A site plan will assist Council officers in assessing your permit application. Considerations include proximity to neighbours, nearby livestock or animals, or storage of large vehicles.

A permit application must be received at least 14 days before the date the permit is needed.
- Recreational vehicle permit
A minibike, motorbike, quad bike, motor scooter, go-kart or other vehicle propelled by a motor is considered a recreational vehicle. Using these types of vehicles on private property can cause noise and dust for surrounding properties.

- Shipping container permit
This permit is intended for short-term storage solutions, such as selling a home and moving interstate or packing up a deceased estate. These permits are valid for a maximum of three months.
If a storage period exceeds three months, it may be classified as permanent or semi-permanent storage. This is where the container could be deemed a structure. In these instances, the Building Surveying Team would assess the use and works in accordance with the Building Act 1993.
A planning permit may be required if you are looking to store commercial related items on residential land.
A Local Law shipping container permit only applies to built up residential areas. Large rural or semi rural properties are exempt (although planning and building permits still may apply if the container is being used as a structure or to store items for commercial purposes).

- Long or heavy vehicle permit
Large trucks or vehicles over 7.5 meters or 4.5 tonnes are considered long or heavy vehicles and require a permit to be stored on your property.
This helps ensure that the vehicle won’t damage roads or disturb neighbours. Specific conditions, such as parking and timing restrictions, may be set.

- Unregistered vehicle permit
You will require a permit for storing more than two derelict or unregistered vehicles on private properties.
Genuine collectors and enthusiasts who are members of a VicRoads approved vehicle club do not require an Unregistered vehicle permit with the City of Casey. Visit VicRoads to learn more about Victoria's Club Permit scheme, approved clubs, how to join and what types of cars are eligible.

- Temporary dwelling permit
Caravans, camper trailers, and tents are examples of temporary dwellings. Visitors can freely use a caravan on your land for up to two weeks within a two-month period. However, you need a permit for longer periods to avoid problems like health issues, wastewater concerns, and impact on neighbours.
