Priority transport advocacy projects

The City of Casey advocates for the interests of its residents with both the State and Federal Governments. This means Council makes arguments for certain projects, initiatives and funding that will provide the most benefit to the Casey community.

Council uses a wide range of information to determine which projects will best serve current and future generations in our Local Government Area (LGA), and assess the priority order of advocacy projects. This includes crash statistics, transport data, travel patterns, community feedback, population growth, emerging pressures, and lessons learnt from previous projects.

Project delivery and specifics are discussed and agreed upon with key stakeholders and the public through consultations, events, and online platforms.

The following list (in order of priority) shows transport and infrastructure projects that have been identified as top transport network priorities for the City of Casey and its community.

Road and Rail Priorities

1. Clyde Rail Link

The City of Casey is seeking a commitment from the State Government to construct a duplicated rail extension from Cranbourne to Clyde to connect the growing communities of Cranbourne East, Clyde North and Clyde.

The project will require new stations at Cranbourne, Cranbourne East, Casey Fields and Clyde. It will also include and expanded bus interchange at Cranbourne, and future train stabling in Clyde.

The project represents an opportunity to create a legacy for the southeast region and act as a catalyst for positive urban renewal that reinvigorates and connects communities.

2. Clyde Road Corridor Upgrade

The City of Casey is seeking funding from the Victorian and Australian Governments to construct a safer and upgraded Clyde Road Corridor (Clyde Road, Berwick-Cranbourne Road, Clyde-Five Ways Road).

The project will duplicate up to 14km of arterial road (up to three lanes in each direction), signalise intersections, build new shared path connections, install new bus stops and pedestrian crossings, improve traffic management technology, and provide necessary planning for Clyde-Five Ways Road and Ballarto Road to accommodate future growth.

The corridor is the primary and most congested north-south arterial road corridor in the City of Casey, providing a vital connection between Berwick, Cranbourne, Clyde North and Clyde.

3. Thompsons Road Upgrade and Extension

The City of Casey and Cardinia Shire Council are considering upgrading and extending Thompsons Road as one of the region’s highest transport priorities. This would improve connectivity from Berwick-Cranbourne Road in Clyde to Koo Wee Rup Road in Pakenham.

Benefits of the project include:

  • a 30km cross-metropolitan high-capacity transport, freight and public transport route from Carrum to Pakenham, servicing Frankston, Greater Dandenong, Casey and Cardinia
  • unlocking the southeast employment corridor (up to 100,000 local jobs) and new freight and residential land and creating over 500 construction jobs
  • enabling regional connections to Gippsland (M1), South Gippsland (C422), Mornington Peninsula (M780 and M11) and the EastLink (M3).

4. Greaves Road and Pound Road Upgrades

Road upgrades have been completed at both ends of the Greaves Road and Pound Road corridor, enhancing transport connections. However, a  7 km stretch in the middle of the corridor needs duplication to create an efficient and safe east-west transportation link from Dandenong South to the Princes Freeway.

The scope of work includes:

  • A business case for the project
  • 7 km of road duplication/widening
  • Upgrade roundabouts to signals at Shrives Road, The Avenue/Wood Road, Berwick Springs Promenade
  • Upgrade Cranbourne Road and intersections
  • New signals at Kilberry Boulevard, Amberly Park Drive, Moondarra Drive
  • New pedestrian crossings at bus stops
  • Water culverts

5. Hallam Road Duplication

Council is advocating for a 2.3 km section of Hallam Road between Pound Road and Princes Highway, forming part of the Evans Road corridor. This project aims to reduce congestion and improve safety and connectivity for the Hallam area, Hallam Station, and the surrounding community.

The planned works include duplicating and widening Hallam Road to four lanes, constructing a new signalised intersection at Ogrady Road and Centre Road, and building a new bridge over the Hallam Main Drain.

Overall, this project will enhance traffic flow and provide safer, better connectivity for the Hallam area and its residents.

6. Narre Warren - Cranbourne Road Corridor Study

The City of Casey is seeking funding for a State Government corridor study (between Saxonwood Drive and Mack Road, Narre Warren and Narre Warren South) aimed at identifying the best solutions for improving safety, reducing delays when turning right in and out of side streets, and enhancing bus stop access.

The project may include signalised intersections with pedestrian crossings at Fleetwood Drive and/or Golf Links Road, right turn restrictions in/out of side streets, pedestrian crossings/refuges at Norfolk Drive, and Mack Road bus stops on Narre Warren-Cranbourne Road.

Update: The southern section of Narre Warren Cranbourne Road has been completed.

7. Glasscocks Road Corridor

Council is advocating for funding to upgrade and improve the future east-west arterial route connecting Officer South to the Dandenong South employment area, from Frankston-Dandenong Road to Officer South Road.

The project would link key residential areas to employment hubs in Casey, Cardinia and Dandenong and create an improved road network connecting over 65,000 jobs across Dandenong, Casey Central, Officer South, and Cardinia through a new east-west route.

8. Soldiers Road Pedestrian Bridge over Princes Freeway

Council is advocating for this crucial project at the northern end of Soldiers Road related to pedestrian safety and traffic congestion around the Kangan Drive / Soldiers Rd / Bryn Mawr Blvd intersection and Princes Freeway Bridge.

The initiative aims to implement active transport improvements that will ensure safe passage between Berwick South and the Berwick Health and Education Precinct. The key components of the project include:

  • A new pedestrian and cycle bridge over the Princes Freeway at Soldiers Road, Berwick
  • New shared user paths and signals along Soldiers Road and Kangan Drive
  • Upgrades to existing roundabouts/crossings to improve pedestrian safety and traffic flow
  • A feasibility study (which is required first) led by the State Government

9. Evans Road Duplication

Council is advocating for duplication and improvements to the Evans Road corridor as it is a significant missing link in the State Government arterial road network. Its duplication from South Gippsland Highway to Duff Street will reduce congestion and improve safety and connectivity for the surrounding network. Key project benefits include:

  • Declaration of Evans Road as a state arterial road managed by the State Government (in progress)
  • Duplication and widening of Evans Road to four lanes (two lanes each way)
  • A new bridge over the railway line
  • Intersection upgrades at Boland Drive, Breens Road and Duff Street
  • New bus stops and pedestrian crossing facilities

10. Princes Highway and Coniston Avenue

Council is advocating for a new signalised intersection at Coniston Avenue and the Wilson Botanic Park access road, including pedestrian crossings to bus stops and an upgrade of street lighting.

11. Ballarto Road

Council is advocating for improvements to Ballarto Road as it is an important future east-west arterial route that connects Cranbourne East to Cardinia. Future planning, arterial road declaration, and intersection upgrades are required for new communities.

The section between South Gippsland Highway and Clyde-Five Ways Road is unsealed. The State Government will need to declare this section and the section immediately east of Clyde-Five Ways Road as an arterial road in order to upgrade and manage it.

12. Linsell Boulevard Extension

Council is advocating for the duplication and upgrade of Linsell Boulevard as this will strengthen the east-west arterial network servicing the Cranbourne, Cranbourne East, and Clyde North precincts by creating a link for three major arterial roads in the southeast.

With the recently completed Narre Warren-Cranbourne Road duplication, this project will:

  • Reduce heavy vehicle and through traffic in the Cranbourne Major Activity Centre
  • Build on plans to revitalise the Cranbourne Major Activity Centre and improve safety
  • Improve road freight operation on the major arterial road network.

13. High Street Cranbourne Upgrade

Council is advocating for a streetscape upgrade in the vibrant heart of the Cranbourne Major Activity Centre. This initiative aims to enhance accessibility and safety for buses, pedestrians, and cyclists, creating a more inviting and greener environment for the community while also attracting investment.

Works may include:

  • Reduction in traffic lanes from six to four on High Street to support new bus lanes and protected bike lanes
  • A new signalised intersection at Lyall Street and High Street
  • Placemaking at Bakewell Street and Greg Clydesdale Square
  • Street trees, landscaping, public amenities.

14. Lyall Street Bus Interchange

Council is advocating for upgrades to the existing Lyall Street Bus Interchange as it is a key public transport connection within Cranbourne that requires improved safety and accessibility.

The project aims to deliver an upgraded bus interchange, active transport, and streetscape improvements on Lyall Street. It will improve bus user experience and safety for all ages and abilities, promote sustainable transport, and improve connectivity.

15. Narre Warren CBD Bypass Package

A bypass around Narre Warren Village is needed to:

  • revitalise the shopping precinct and activity centre
  • improve active and public transport links to the Village
  • reduce through traffic by duplicating/widening the connection between Pound Road, Shrives Road and Cranbourne Road.

Council is advocating for the Victorian Government to undertake a business case and feasibility study of two potential bypass routes.

Option 1

  • Duplication and widening of Pound Road and Shrives Road between Hallam Road and Centre Road
  • Widen Centre Road and Fullard Road to four lanes between Shrives Road and Cranbourne Road
  • Two new bridges over Hallam Main Drain and drainage easement
  • Upgrade roundabout to signals at the intersection of Pound Road and Shrives Road
  • Upgrade intersections at Centre Road and Shrives Road, and Fullard Road and Cranbourne Road
  • Shared paths

Option 2

  • Duplicate and widen Pound Road and Shrives Road to four lanes
  • A new road connection directly between Shrives Road and Fullard Road along the south side of the drainage easement
  • One new bridge over Hallam Main Drain
  • Upgrade roundabout to signals at the intersection of Pound Road and Shrives Road
  • Upgrade the intersection at Fullard Road and Cranbourne Road
  • Upgrade of existing roads and bridges to redirect traffic onto bypass and discourage through traffic from Webb Street
  • Shared paths

Public Transport and Active Transport Priorities

These priority projects provide sustainable transport options for our communities.

Active Transport Improvements

Council is advocating for funding for up to 10 locations along arterial roads unsafe for pedestrians, bike riders, and bus users.

Works may include:

  • New signalised intersections
  • New pedestrian-operated signals
  • Longer pedestrian crossing times
  • Modifications to existing road and intersection layouts

The improvements will improve access and safety for our most vulnerable road users and enhance active transport participation.

Public Transport - Bus Network Review and Improvements

Growth Area Infrastructure Contributions  (GAIC) funding has recently been announced to improve Casey’s bus network, specifically Route 831 and Route 798.

Less than 3.5 per cent of journeys to work in the City of Casey are by public transport. Over 66 per cent of journeys to work are by car; this is higher than Victoria’s census results (54.5 per cent) and Australia’s at 57.8 per cent. Just under 18 per cent of Casey residents selected ‘worked at home’ as their top response in the 2021 census (Australian Bureau of Statistics 2021).

Council is advocating for $50 million to investigate and improve bus services across the City of Casey as part of our commitment to increase bus services. We need state commitment to ensure equitable transport access that connects residents to jobs, education, and essential services.

Free Public Transport Trial in Outer Melbourne
  • Council is advocating for a trial of free public transport in outer Melbourne to test if cost is a factor in travel decisions (12 months minimum).
  • The trial could be limited to Casey only, off-peak services, weekends and/or bus services only.
  • A trial in outer Melbourne provides some parity with the CBD free tram zone, which began as a trial, noting that significant improvements are needed for outer Melbourne's public transport.
  • Council first identified the project in its submission to Infrastructure Victoria's Draft 30-Year Infrastructure Strategy in March 2021.
