Hairdressers and/or make-up artists
If your business only offers hairdressing and/or temporary make-up services, your ongoing registration cannot be transferred. Ongoing registration is only valid if:
- you remain the proprietor of the business
- the business remains at the same address
Medium and High-Risk Businesses
High-risk premises offer services such as:
- tattooing
- piercings (e.g. ear, body or other skin penetration procedures
- permanent or semi-permanent makeup (cosmetic tattooing)
Medium risk premises do not offer any skin penetration service. They offer services such as:
- manicures, pedicures, other nail treatments
- facial or body treatments
- foot spa treatments
Registration for medium and high-risk health/beauty businesses can be transferred under the Public Health and Wellbeing legislation.

To apply to transfer a health and beauty business registration, please complete the Transfer of Registration of Health Premises Form.

Submit your application form and payment:
- via email to caseycc@casey.vic.gov.au.
- via post
- in person at one of our customer service centres
What happens next
- We will inspect your proposed health and beauty business to make sure it is satisfactory.
- If the inspection is satisfactory, we will complete the registration within 5 working days.
