Pre-application – Statutory Planning

 

A pre‑application meeting is a two‑way conversation between you (the prospective applicant) and Council’s Planning Officers. 

The purpose of the meeting is for Council officers to understand your proposal and provide early advice on how it could be improved before you lodge a planning permit application.

Pre‑application advice does not guarantee that a planning permit will be issued, but it will help identify potential issues, opportunities for improvement, and the likely requirements for any future application.

Types of meetings

The City of Casey offers two types of pre‑application meetings:

Intermediate

  • Meeting with a planner
  • Written response that includes only the planner’s assessment
  • No internal referral comments are included
  • Cost of $296.70

Advanced

  • Meeting with a planner
  • Preliminary internal referral advice included in Council’s written response
     e.g., engineering, traffic, landscaping, assets — as relevant)
  • Written response
  • Cost of $794

Timeframes

A planner will contact you within 2–3 weeks of your submission. 

What do I need to include?

Submit your request using the online form.

Submit a pre-application meeting 

To help us provide the most accurate and useful advice, please include:

  • Land address/es
  • A description of your proposal
  • Site plan showing context
  • Concept plans to scale (e.g., floor plans, elevations)
  • Any relevant reports or investigations
  • Any correspondence received from external authorities
    (e.g., Melbourne Water, Department of Transport and Planning)
  • Certificate of Title (including restrictions)
  • Applicable fee

The more information you provide, the more comprehensive and accurate Council’s advice will be.

Additional information 

  • A Planning Officer will review the information you have provided and contact you to arrange a time to discuss your request.
  • You may wish to talk to your neighbours before finalising your plans. If they have concerns with an aspect of your proposal, you may be able to reach a compromise before lodging your planning application.
  • The advice provided may be affected by changes to the Casey Planning Scheme, design changes, additional information, referral advice, site inspections, the public notice process, or other changes in circumstances.
  • Pre‑application advice is preliminary and represents the informal opinion of the assessing officer. While all efforts are made to ensure the information and advice provided is accurate, it is given without prejudice to any future decision Council may make on the proposal
