The Victorian State Government is making statewide changes to kerbside bins. By 2030, all councils statewide will use the same four-bin system with standard bin lid colours.
Standardised lid colours will reduce confusion caused by different bin lid colours in other areas of the state.

When are the changes happening
If your bins don't already have the new coloured lids, we will be replacing them between 11 August and 12 December 2025.
- Rubbish bins are getting a new red lid
- Recycling bins are getting a new yellow lid
- Food and garden bin lids will remain unchanged.
The change is easy. Each week on your regular recycling bin collection day, place your Rubbish and Recycling bins on your nature strip as usual.
Please ensure that you leave your Rubbish and Recycling bins out until 5:00 pm, even if they have been emptied earlier. The contractor emptying the bins will not be the ones changing the lids. There is no need to contact us if your neighbours' lids have been replaced, but yours hasn’t; we will attend to your bin when we can.
1st round
The first round of swapping Rubbish and Recycling bin lids will take place between 11 August and 14 November 2025, on your usual recycling collection day.
2nd round
If our contractor was unable to swap over your Rubbish and Recycling bin lids, you will be left a card in the letterbox or a sticker on your bin advising you of the issue and the next steps. The second round will be between 17 November and 12 December.
Report any issues that occur during the changeover period, such as damage, incorrect installation or missed change over.

- Why is my bin lid changing?
This change will allow for standardised state advertising and campaigns. While addressing a primary source of confusion for people, different colours for different municipalities.
- My bin has a sticker, what do I do?
If the sticker indicates that the bin is damaged, please leave it empty and on the nature strip. We will be back within three business days to replace the entire bin.
- I have two bins, but only one has its lid replaced
If a bin is left without a sticker, you may have an additional bin that the council is unaware of. Please email us at bins@casey.vic.gov.au, and we will investigate further.
- My neighbour's bin lids were changed, but mine weren't

- What will happen to the replaced bin lids?
Old lids will be recycled and turned into new kerbside bins; the new bins will be made up of 30 per cent recycled content.
- What is the 4-bin waste service?
The Victorian Government is standardising household waste and recycling services across the state. It is a requirement that all bin lids are the same across the state. By 2030, all councils will use the same 4 bin system with standard bin lid colours statewide, including:

- General rubbish bin (red lid)
- Co-mingled recycling bin (yellow lid)
- Glass recycling bin (purple lid)

No, what you can place in each of your bins will stay the same.

- Is glass still allowed in the recycling bin?
Yes, glass bottles and jars are still allowed in the recycling bin until the glass(purple lid) bin is introduced in 2026.
Once the glass bin is introduced, glass will no longer be accepted in the recycling bin and must be placed into the glass recycling bin.
