Have your say on the draft Manuka Road Development Plan

The Berwick community are invited to have their say on a new draft Development Plan that would guide future residential development and public open space within 18 hectares of land at 42-80 Manuka Road in Berwick.

The draft plan would allow for around 150 housing lots to be created, new open space and paths connecting to nearby parkland, sealing of Allan St, new right-turn lanes on Manuka Rd, and continued protection for historic properties Clover Cottage and Minard Villa that sit within the development area.

The Development Plan was prepared by Parklea Development and is currently being exhibited by the City of Casey until 1 March 2026, giving local residents the chance to have their say on the proposal.

A Development Plan for this area was previously prepared and exhibited in 2023, with an amended version of the plan, which took into account community submissions, endorsed by Council.
However, Parklea Development appealed the decision and the Victorian Civil and Administrative Tribunal subsequently revoked the 2023 Development Plan.

The new draft Development Plan, which is currently open for consultation, includes enhanced protection of trees and vegetation, protection of Aboriginal cultural heritage, improved pedestrian and cycling connectivity and improved drainage measures.

City of Casey Mayor, Cr Stefan Koomen said a Development Plan was necessary to guide any future development of the area and ensure the delivery of quality residential housing, open spaces and good environmental outcomes.

“Community input is vital to ensure we can achieve the best possible outcome in this area and I encourage interested residents to view the proposed plan and provide us with feedback during the consultation period,” Cr Koomen said.

“We are also hosting two local drop-in sessions where local residents can ask questions of Council’s Planning team about this proposal and make submissions.”

The information drop-in sessions will be at the Berwick Football Club on Tuesday 10 February from 12pm-3pm and from 4:30pm-7:30pm.
