Councillors endorsed the Growth Area Infrastructure Priority List (GAIPL) at the December Council Meeting, a long-term plan to guide the delivery of critical infrastructure projects in Casey’s growth areas.
The GAIPL prioritises the delivery of projects funded through Development Contributions Plans and Infrastructure Contributions Plans, which currently support 442 land and construction projects for community, recreation and transport infrastructure valued at more than $2.4 billion.
Mayor Cr Stefan Koomen said the GAIPL provides a clear roadmap for how Council will manage growth responsibly.
“Casey is one of Victoria’s fastest-growing municipalities, and we know we can’t deliver every project at once. The Growth Area Infrastructure Priority List ensures we focus on what matters most, delivering infrastructure where and when it’s needed, while maintaining strong financial management," said Cr Koomen.
"This plan gives our community and the development industry transparency and confidence about the timing of projects that support liveability in our growth areas."
The plan aims to:
Facilitate the timely delivery of infrastructure projects.
Ensure responsible financial management of contribution reserves, keeping balances in surplus and meeting commitments.
Provide transparency to Council, the community and developers on project timing.
Strategic principles guiding the GAIPL:
Early acquisition of land.
Developer delivery of road and intersection projects for efficiency.
No Council-delivery of intersections on State roads, reducing cost risks.
Staged delivery of sports reserves to align with funding certainty.
The GAIPL categorises projects into:
Short-term (delivery in the current financial year).
Medium-term (2027–2030).
Long-term (2030–2035).
This approach ensures Casey can plan, design and construct infrastructure in line with demand and available funding, while continuing to advocate for State and Federal support.
